Elon Musk and Vivek Ramaswamy aim to slash U.S. government spending by $2 trillion annually through the newly created Department of Government Efficiency (DOGE). In the City Journal, Christopher Rufo praises the ambition but warns DOGE may fail without structural safeguards. He wrote, “I would like to see Elon’s initiative succeed. America’s budget is unsustainable, and it too often directs resources to captured ideological bureaucracies rather than to the public good. But without proper design, DOGE could become another of Washington’s failed promises. To avoid that fate, the incoming Republican Congress must tailor DOGE’s structure to ensure its success.”
Rufo highlighted the Base Realignment and Closure (BRAC) process as a potential model, noting its success in closing military bases and saving billions through a “fast-track” process that limited congressional gridlock.
He suggests lawmakers delegate cost-cutting proposals to DOGE, using Musk’s influence to overcome backlash. Still, Rufo cautions that Musk’s $2 trillion target is unrealistic without entitlement cuts. He predicts, “Within 90 days of Trump’s inauguration, we will know if DOGE will succeed,” emphasizing that without fast-track authority and real power, DOGE will become another failed promise. Rufo believes Musk’s resources and reputation could make this effort unique, but success depends on decisive congressional backing.
